08:03 AM -- Discussion on Vacant Buildings
The committee was called to order. All members were present. Mr. Matt Becker, Legislative Council Staff, initiated a discussion about state vacant buildings. Committee members received a memorandum providing an overview of the state's vacant building portfolio (Attachment A), and a spreadsheet providing additional information on this portfolio (Attachment B). Mr. Becker discussed these documents, and responded to questions regarding the rationale behind the state keeping some of the buildings. Mr. Becker responded to additional questions regarding the annual operating costs for certain vacant properties, and deed restrictions placed on certain properties. Discussion ensued regarding issues with certain buildings at the Fort Lyon complex, and what has been done with buildings on the campus after they were shuttered. Discussion returned to potential deed restrictions at the campus, and the annual operating costs for certain vacant properties.

Mr. Henry Sobanet, Director, Governor's Office of State Planning and Budgeting, addressed a question about the current status of the vacant Centennial Correctional Facility, and the cost to repurpose the facility. Discussion ensued regarding potential uses for this property.

Discussion continued regarding the status of, and potential uses for, the Centennial Correctional Facility. Mr. Sobanet responded to questions regarding insurance and annual operating costs associated with vacant buildings. Mr. Sobanet responded to questions regarding the potential for requiring state departments and higher education institutions to provide plans for the disposal of vacant buildings. Mr. Becker responded to questions regarding certain information contained in Attachment B, and addressed the earlier question about requiring vacant building planning by state departments and higher education institutions. Discussion ensued regarding what happens to certain vacant buildings under a status quo scenario.

Discussion ensued regarding the potential actions the committee could initiate with respect to vacant buildings, as outlined in Attachment A. The committee agreed to pursue option 2 in the memorandum.
