Kip Kolkmeier, Office of Legislative Legal Services, discussed the internship criteria outlined in Bill Draft #2. Senator Donovan commented on the suggested amendment, and a potential amendment to Bill Draft #2 on page 3, lines 9 and 10, concerning the duration of the internship.

Clare Pramuk, Legislative Council Staff, answered questions about whether there would be an impact to the fiscal note if the there was a change in the duration of the internship. The committee discussed the provision of the bill addressing the duration of the internship. Mr. Kolkmeier discussed the potential for a permanent intern if no duration is outlined for the internship. Mr. Kolkmeier answered questions from the committee about delegating authority to the Department of Agriculture regarding the length of time for the internship. The committee further discussed a conceptual amendment on page 3, lines 9 and 10, of Bill Draft #2 to allow the Department of Agriculture to determine the duration of the internship based on the type of internship.

Senator Sonnenberg designated Senator Donovan and Representative Catlin as the prime bill sponsors, but asked that the Office of Legislative Legal Services Staff confirm with Representative Catlin that he is willing to be a prime sponsor of the bill. Representative McLachlan and Senator Crowder asked to be co-prime bill sponsors. All of the remaining members agreed to be co-sponsors of the bill. Senator Sonnenberg asked that the Office of Legislative Legal Services ask Representative Jackson if she would like to be a co-sponsor on the bill. There was no objection to including a petition clause on the bill. Senator Sonnenberg designated that the bill would start in the Senate. There was no objection to giving the Office of Legislative Legal Services permission to make technical changes to the bill, if necessary.
