Conrad Imel, Office of Legislative Legal Services, provided a brief overview of the bill draft request and amendment processs.  Committee members agreed to any technical changes made by bill drafters.

The committee first discussed Bill Draft Request 2, study metrics to measure criminal justice system success (Attachment A).  Committee members asked questions about the working group and associated dates.  The committee agreed to address these issues later in the legislative process.

Senators Gonzales and Rodriguez agreed to be the co-prime sponsors in the Senate, with Representative Amabile in the House.  Representative Martinez signed up to be a co-sponsor in the House.

Committee members added a safety clause to the bill draft request.

Senator Gonzales explained Bill Draft Request 3, criminal and juvenile justice system process study (Attachment B).  She discussed the need for a study of this size to better understand how individuals proceed through the criminal justice system.  

She distributed Amendment 1 to Bill 3 to change the timeline (Attachment C).

Senator Rodriguez discussed Bill Draft Request 1, recidivism definition working group (Attachment D).  Committee members asked questions about reporting requirements and a possible legislative declaration. 

Amendments 1 and 2 were offered on the bill draft request for clarification purposes (Attachments E and F).  . 

Further discussion ensued about the bill draft request's impact on Division of Youth Services.

Committee members agreed to work on these concerns later in the legislative process.
