of Legislative Legal Services, provided a general overview of the bill
draft request and amendment process.




Ms. Ross proceeded
to explain Bill Draft Request 1, remote court appearances for intensive
treatment (Attachment A).




Jack Johnson,
representing Disability Law Colorado, recommended that Bill Draft Request
1 be encompassed in another bill his agency is working on about remote
access.

agreed to not forward Bill Draft Requst 1 to Legislative Council.

Bill Draft Request  2, strengthen response to behavioral health crisis
(Attachment B).




Chair Amabile
distributed Amendment 1 to Bill Draft Request 2 (Attachment C) and explained
that it removes withdrawal management to lower the fiscal note.  She
continued to explain that the bill still addresses substance use disorder
holds. She also committed to further work with stakeholders on the bill.

Senator Fields withdrew
Bill 7, measures to support perinatal persons (Attachment N).  She
requested the Task Force to further study perinatal issues for incarcerated
persons.  Committee members expressed their commitment to the topic.



Task Force Appointments - Committee Discussion Only

Dr. Erin Crites introduced
two candidates to fill vacant Task Force positions.  She first presented
information about Dr. Darren Lish to fill the practicing mental health
professional vacancy.  The committee had no opposition to the appointment
of Dr. Lish.




Dr. Crites proceeded
to introduce Jack Johnson to fill the non-profit organization that works
on statewide legislation and organzing Coloradans to promote behavioral,
mental, and physical health needs position.  Mr. Johnson discussed
his work with Disability Law Colorado and the intersection with the criminal
justice system.  The committee unanimously supported the appointment
of Mr. Johnson.

The next Legislative
Oversight Committee was scheduled for December 12, 2023, at 1:00 pm to
discuss Task Force areas of study.
