They distributed a copy of their presentation to the commmission members [Attachment A]. Ms. Montoya Price spoke about the Prenatal, Infant, and Toddler Coalition (coalition), which she explained is made up of a diverse group of stakeholders from across Colorado. She talked about the coalition's steering committee members, and stated that the coallition is focused on: increasing the quality of and access to infant and toddler care, home visiting programs, and medical and mental health screeing and referrals, as well as creating paid family leave policies, improving infant and maternal mental health, and nutrition and obesity prevention. 09:21:49 AM Ms. Montoya Price discussed the importance of partnering with other organizations and entities that work across different issue areas. She said that the coalition has working groups that are looking at engagement and partnerships, increasing access to quality infant and toddler care, and power mapping and research. She discussed issues that are especially impacting Colorado families, such as maternal and infant mortality, local zoning and child care licensing, access to transportation, support for new parents, safe sleep, healthy homes and affordable housing, families impacted by substance use, and family economic security. Ms. Walker spoke about the 8th Annual Speak Up for Kids Day at the Capitol. She told the commission that the coalition's focus during its first year has been on early learning and health, and it hopes to engage more with the commission as it continues to grow and set its policy agenda. 09:28:26 AM The presenters answered questions from the commission. He distributed a handout to the commission [Attachment B]. He spoke about the purpose of the Pay for Success program and provided background information, and gave a status update on the pilot projects that were chosen for the first full year of the program's implementation. She called the first three witnesses to the table. Tim Garcia, Early Head Start Director at Early Learning Ventures, was joined by Mary Ingleby, representing a caregiver network, and Sharon Mathias, representing Kids' Castle. The three witnesses spoke about the bill and answered questions from the commission members. 10:31:28 AM Representative Buckner called next three witnesses to the table. Nicole Riehl, representing Denver's Early Childhood Council, was joined by Roger Olson, representing Kids' Castle, and Bill Jaeger, Vice President of Early Childhood Initiatives, for the Colorado Children's Campaign. The three spoke about the bill, and Mr. Jaeger distributed a handout to the commission [Attachment C]. 10:47:29 AM The commission discussed Bill 2. 10:55:45 AM The motion to send Bill 2 to Legislative Council died for lack of a second. 10:56:17 AM Next, the commission discussed Bills 4 and 5 which concern measures to address literacy challenges faced by young children. Katie Hinshaw, representing a group of educators, spoke in support of the bills. Ms. Hinshaw answered questions from the commission. 11:04:55 AM The commission discussed whether or not Bills 4 and 5 were ready to send to Legislative Council. 11:07:20 AM The commission continued to discuss Bills 4 and 5. 11:13:07 AM Josh Abram, Legislative Council Staff, came to the table to answer questions from the commission. 11:27:03 AM Julie Pelegrin, Office of Legislative Legal Services, responded to questions from the commission on next steps in the process.
