Representatives Carver and Mitsch Bush came to the table to present House Bill 16-1018. A number of letters of support for the bill from counties were distributed to the committee (Attachment C). Under current law, the Statewide Transportation Advisory Committee (STAC) provides advice to the Colorado Department of Transportation (CDOT) on the needs of transportation systems and reviews and comments on all regional transportation plans. This bill, recommended by the Transportation Legislation Review Committee, requires the STAC to provide advice, and review and comments to both CDOT and the Transportation Commission, rather than only to CDOT. The bill also specifies that the STAC will provide advice on transportation budgets, policy, programming, and planning.
