and Herod introduced and explained House Bill 23B-1001 concerning measures
to protect residential tenants in Colorado.  The bill creates the
emergency rental assistance grant program for tenants with an annual household
incoome of 80 percent or less than the area median income and are at risk
of eviction or displacement.
