Representative Everett presented House Bill 16-1199 to the committee. Under current law, each member of the General Assembly may introduce up to five bills during a regular session. Exemptions exist for bills that are recommended by interim committees and approved by the Executive Committee of Legislative Council. The bill eliminates the exemption for interim bills.

Representatives Humphrey and Van Winkle, co-prime sponsors, presented House Bill 16-1143 to the committee. This bill prohibits the use of an automated vehicle identification system (AVIS), such as photo speed vans and red light cameras, by state and local governments for the purposes of enforcing traffic laws or issuing citations for the violation of traffic laws. An exception is made under the bill for those governmental entities using AVIS to assess tolls and civil penalties on public highways, toll roads and toll highways, and to issue citations for violations related to high occupancy vehicles and high occupancy toll lanes.

On or after January 1, 2017, this bill requires each employer in Colorado, defined as any person or entity engaged in business with 10 or more employees, to enroll and participate in the federal E-Verify program to verify the work eligibility status of all newly hired employees. Employers must maintain documentation of enrollment in the program and a written or electronic copy of the employment eligibility information it receives through the program.
