Representative Danielson called the meeting to order.  Representative Singer, bill sponsor, presented House Bill 18-1045 to the committee.  The bill allows dental hygienists to apply silver diamine fluoride under the direct or indirect supervision of a dentist if the dental hygienist meets certain professional and educational criteria.

Representative Singer responded to committee questions regarding the bill.  Amendment L.001 and L.002 were distributed to the committee (Attachments A and B).

Representative Danielson proceeded with witness testimony on the bill.

Dr. Carol Marrow, Colorado Dental Association, testified in support of the bill.  Dr. Marrow responded to committee questions.

Dr. Ethan Kerns, Salud Family Health Centers and the Colorado Community Health Network, testified in support of the bill.  Dr. Kerns responded to committee questions.

Valerie Haustein, Children's Hospital Colorado, testified in support of the bill.

Dr. Rich Call, Delta Dental, testified in support of the bill and distributed a handout (Attachment C).  Dr. Call responded to committee questions.

Deb Astroth, Colorado Dental Hygenist Association, testified in support of the bill.

Representative Singer discussed amendments L.001 and L.002 with the committee (Attachments A and B).

Representative Singer gave concluding remarks on the bill.

Committee members commented on the bill.

Representative Hooton and Representative Thurlow, bill sponsors, presented House Bill 18-1142 to the committee.  The bill updates statutory language to replace references to "paupers" as "indigent persons." 

No witnesses testified on the bill.  Amendment L.001 (Attachment D) was distributed to the committe and described by Representative Hooton.

Representatives Hooton and Thurlow gave concluding remarks on the bill.

Bryan Jameson, Department of Regulatory Agencies (DORA), explained the process for conducting sunset reviews on advisory committees. A copy of a DORA report and a draft bill regarding the Colorado Advisory Committee for Persons with Disabilities were distributed to the committee (Attachment E and F).  Mr. Jameson described the functions and activities of the Advisory Committee for Persons with Disabilities.

Mr. Jameson explained the DORA recommendation to sunset the Colorado Advisory Council for Persons with Disabilities.

Mr. Jameson responded to committee questions regarding the DORA recommendation.

Jane Ritter, Office of Legislative Legal Services, came to the table to explain the draft bill (Attachment F).

Ms. Ritter and Mr. Jameson responded to committee questions.

Representative Singer proceeded with witness testimony on the sunset review.

Gina Robinson, Advisory Council for Persons with Disabilities, testified regarding the Advisory Council for Persons with Disabilities.  Ms. Robinson responded to committee questions.  Committee discussion with Ms. Robinson ensued.

Representative Singer laid over discussion of the sunset review for the Colorado Advisory Council for Persons with Disabilities until a later date.
