Representative Singer called the meeting to order.  Representative Singer discussed a memorandum on committee procedures that was distributed to committee members (Attachment A).

Bryan Jameson, Department of Regulatory Agencies (DORA), presented to the committee regarding DORA's report on the Sunset Review for the Physical Therapy Practice Act.  A memorandum regarding sunset review procedures and DORA's sunsert review report were distributed to the committee (Attachments B and C).  Mr. Jameson described the process that DORA uses to analyze state programs that are due to sunset.  He noted that a draft bill had been prepared including the DORA recommendations for the Physical Therapy Practice Act (Attachment D).

Mr. Jameson gave an overview of the physical therapy profession and described how the physical therapy profession is regulated in Colorado, referencing Attachment C.  He responded to committee questions about the DORA report.  Ronnie Hines, DORA, came to the table to respond to questions from the committee regarding the costs of the physical therapy program.

Mr. Jameson explained DORA's five recommendations regarding the Physical Therapy Practice Act to the committee.  He responded to questions from the committee regarding the licensure process for the physical therapy practice.  Committee members discussed licensing standards in other states.

Mr. Jameson continued to explain DORA's recommendations to the committee.  Representative Singer proceeded with witness testimony on the sunset review for the Physical Therapy Practice Act.

Dr. Cameron MacDonald, American Physical Therapy Association - Colorado Chapter, testified in support of the draft bill and discussed additional recommendations.

Representative Kraft-Tharp, bill sponsor, presented House Bill 18-1044 to the committee.  The bill makes several changes to the operations of the Colorado Children's Trust Fund (CCTF) and the membership of the CCTF board.  She distributed an amendment L.001 (Attachment I) to the committee.  Representative Kraft-Tharp responded to committee questions regarding the bill.  Representative Singer proceeded with witness testimony on the bill.
