Representative Vigil, sponsor, presented Senate Bill 16-094 to the committee. The bill increases the flexibility for multi-county public health districts with a combined population of 4,000 residents or fewer by allowing them, with the consent of all counties in the district, to:

      • select the county whose treasurer will serve as the treasurer for the district; and
      • apportion costs among the counties based on agreement between the counties, rather than strictly by population.

Representative Landgraf, sponsor, presented House Bill 16-1112 to the committee. The bill creates the Training Veterans to Train Service Dogs Pilot Program in the Department of Human Services (DHS). The program will identify ten veterans to pair with dogs selected by qualified trainers. Participants will train the dog to use as their own service or companion animal, and have the option to continue to train service dogs for other eligible veterans. The DHS is required to initiate a competitive request for proposals by August 2016 to select an in-state nonprofit agency with which to contract for the implementation and operation of the program.

The bill adds human trafficking of a minor for involuntary or sexual servitude to the definition of "abuse" or "child abuse or neglect" for dependency and neglect cases. It requires county departments of human or social services to offer services immediately to any child reported to be a victim of trafficking and allows the county departments to file a petition in juvenile court on behalf of the child.
