01:34 PM -- Presentation on the Cancer Research Partnership



Dr. Dan Theodorescu, Director, Colorado University Cancer Center, and Dr. Rod Page, Director, Flint Animal Cancer Center, presented on the cancer center consortium. A packet of information was distributed to the committee (Attachment A). Dr. Theodorescu introduced the partnership and explained their goals to the committee. He described characteristics of the Colorado University Cancer Center, including the medical outcomes of patients at the Center.

Dr. Theodorescu discussed the three phases of the clinical trial process for cancer patients. He discussed the development of evaluation tools for clinical trials.

Dr. Page talked about the Flint Animal Cancer Center. He discussed the prevalence and different types of cancer in companion animals. He explained comparative oncology and interspecies personal medicine to the committee. He discussed Colorado's cancer plan and noted that it has a comparative oncology component.

Dr. Theodorescu discussed a drug that was developed and tested through the Oncology Research Information Exchange Network (ORIEN), and he explained the ORIEN to the committee.

Representative Singer, sponsor, presented Senate Bill 16-039 to the committee. The bill was recommended by the Legislative Oversight Committee Concerning the Treatment of Persons with Mental Illness in the Criminal and Juvenile Justice Systems. The bill adds mental health professionals to the list of persons that must be included in any memorandum of understanding entered into between county departments of human or social services and local-level service providers.

Representative Ginal and Representative Danielson, co-prime sponsors, presented House Bill 16-1168 to the committee and distributed a handout (Attachment B). The bill continues the Rural Alcohol and Substance Abuse Prevention and Treatment Program (program) until 2025. The program is administered by the Office of Behavioral Health in the Department of Human Services (DHS) and distributes funds to rural counties to mitigate alcohol and substance abuse among rural youth and provides funding for detoxification facilities in rural counties.

Representative Primavera called the meeting back to order. Representative Landgraf and Representative Becker, co-prime sponsors, presented House Bill 16-1165 to the committee. The bill, recommended by the Colorado Child Support Commission, makes seven statutory changes, including:

      • allowing for the discovery and seizing of insurance claims to meet past due child support obligations;
      • requiring the annual exchange of information between parents to include certain financial information;
      • changing the formula to determine gross income to include child support that is obligated to be paid for another child;
      • changing the reasonable cost threshold;
      • changing the definition of shared physical care;
      • limiting the period to seek retroactive child support to five years; and
      • adding language providing notice to presumptive fathers.
