the role of fiscal analysts.  He mentioned greenhouse gas and demographic

Representative Dickson,
prime bill sponsor, presented House Bill 23-1058, concerning a change to
the definition of "child-occupied facility" as it relates to
lead-based paint abatement.  The bill aligns Colorado and federal
law definitions of “child-occupied facility” so that a child-occupied
facility is any building or portion of a building that is visited by a
child two or more days a week with each visit totaling three or more hours.

HB23-1043 - Amended, referred to the Committee of the Whole

Representative Lindsay and Representative Pugliese, co-prime bill sponsors, presented House Bill 23-1043, concerning the safety of children and youth through required background checks on adults when a child or youth is placed out of the home with kin, including relatives. The bill amends the procedures for emergency and non-emergency placements of a child or youth with a relative or kin, as well as updates the criminal offenses that would disqualify a relative or kin from being considered as a placement option.

Department of Human Services Presentation - Committee Discussion Only

Michelle Barnes,
Executive Director, Department of Human Services (DHS), presented to the
committee.  A powerpoint presentation was provided to the committee
(Attachment G).  She discussed the DHS staff and facilities.  Ms.
Barnes discussed the department's budget and the divisions within the department.

Ms. Barnes reviewed the department's goals related to staff recruitment and retention, consent decrees, and connecting clients with housing services. She discussed the roles and programs of the Office of Civil and Forensic Mental Health; Office of Economic Security, Office of Adult, Aging, and Disability Services; and Office of Children, Youth, and Families.

Minna Castillo Cohen, Director of the Office of Children, Youth, and Families, discussed the duties of the office, which includes child welfare, youth services, community programs, and the implementation science unit.

Ms. Castillo Cohen
discussed the continuum of care for children and youth.  She reviewed
information about residential treatment and services.  She reviewed
the goals of DHS to address the needs of children and youth with high acuity
needs.  She discussed using federal American Rescue Plan Act dollars
for incentive pools and recruitment and retention strategies.

Council.  Dr. Medlock discussed having a generational impact and an
impact on the individual level.
