the class 4 felony offense of aggravated cruelty to animals to include
knowingly or recklessly killing or harming a law enforcement animal. Representative
Duran explained the effect of the bill and discussed its need.  Representative
Armagost provided further input on the merits of the bill.

several changes to the adult competency process. Representative Amabile
discussed the genesis of and need for the legislation.  Representative
Bradfield and Amabile detailed the effect of the bill on a section-by-section
basis. Representative Amabile responded to questions regarding what effect
the bill will have on a backlog of people awaiting competency evaluation
and restoration.
