Representative Gonzales-Gutierrez, prime sponsor, presented House Bill 22-1373, concerning prohibiting courts from ordering juveniles to pay restitution to insurance companies.  Representative Gonzales-Gutierrez explained the effect of the bill and discussed its need. Representative Gonzales-Gutierrez responded to questions regarding prioritizing victims as recipients of restitution of insurance companies, rather than prohibiting restitution from juvenile offenders to insurance companies entirely. Representative Gonzales-Gutierrez responded to questions regarding the need for a safety clause in the bill, and the age of the population impacted by the bill.
