Representative Willett, co-prime sponsor, presented Senate Bill 16-133, concerning the transfer of property rights upon the death of a person, and in connection therewith, clarifying determination-of-heirship proceedings in probate. Representative Willett explained the effect of the bill and discussed its need. The following person testified regarding SB 16-133:

Ms. Leia Ursery, representing the Colorado Bar Association Trust and Estates Section, testified in support of the bill. Ms. Ursery discussed the reasons why the legislation was brought forward, and provided input on the effect of the bill. Ms. Ursery responded to questions regarding how transfer of joint ownership of property takes place when a co-owner dies. Ms. Ursery returned to explaining the effect of the bill.
