The committee was called to order. A quorum was present. Representative Lee, prime sponsor, presented Senate Bill 16-164, concerning clarification that a private probation supervision provider can file legal process against a probationer under his or her supervision. Representative Lee explained the effect of the bill and discussed its need. Representative Lee explained how private probation supervisors issue summonses and complaints under current laws. Representative Lee responded to questions regarding the coverage of private probation companies by the bill. The following person testified regarding SB 16-164:

Mr. Eric Philp, representing the Office of the State Court Administrator, testified in support of the bill. Mr. Philp explained how private probation supervisors would issue summonses under the bill. Mr. Philp responded to questions regarding counties for which the provisions of the bill are currently standard practice.

No amendments were offered to SB 16-164. Representative Lee provided closing remarks in support of the bill. Representative Salazar explained his forthcoming vote on the bill, and Representative Lee replied.

Representatives Foote and Esgar, co-prime sponsors, presented House Bill 16-1393, concerning procedures for ordered testing for communicable diseases. The committee heard testimony on the bill at its April 21 meeting. Representative Esgar explained that they had sought some amendments to address stakeholder concerns. Representative Foote explained the effect of these amendments. Representative Esgar provided input on the amendments.
