The committee returned to order. Representatives Epps and Soper, prime sponsors, presented SB 23-028, concerning the penalty for commiting any of certain offenses involving the operation of a commercial vehicle. Representative Epps explained the effect of the bill and discussed its need. Representative Soper provided further input on the need for the legislation, and discussed changes made to the bill in the Senate. Discussion ensued regarding these Senate amendments, and the creation of the bill by the Colorado Commission on Criminal and Juvenile Justice.

Captain John Hahn, representing Colorado State Patrol, testified in support of the bill. Captain Hahn responded to questions regarding potential reservations over amendments to SB 23-028.

Greg Fulton, representing Colorado Motor Carriers Association, testified in support of the bill. Discussion ensued regarding the stakeholder process in creating SB 23-028.

Representative Epps explained the effect of amendment L.005 (Attachment D). Discussion ensued regarding penalties contained in the amendment. Captain Hahn returned to provide input on this issue. Captain Hahn responded to questions regarding obtaining a commercial driver's license. Discussion returned to the penalties in amendment L.005.  The committee also discussed amendment L.004 (Attachment E).
