Committee discussion ensued regarding amendments previously adopted to the bill. Senator Cooke introduced a compromise to reduce the threshold from 65% of eligible voters to 55%. All committee members agreed to the compromise. 01:33:20 PM Senator Zenzinger described an anticipated, conforming amendment, and explained that the Senate would first need to give the committee permission to go beyond the scope of the bill.
