The committee returned to order. Representatives Soper and Weissman, co-prime sponsors, presented House Bill 20-1130. The bill requires the Judicial Department to publish each opinion of the Colorado Supreme Court and the Colorado Court of Appeals online. Additionally, no later than August 1, 2026, the bill requires every opinion published by those courts prior to September 1, 2021, to be online. All online publications must be searchable and available free of charge. Representative Soper distributed a fact sheet about the bill (Attachment H) and amendment L.002 (Attachment I). The sponsors responded to questions from the committee.
