Mike Morgan, Division of Fire Prevention and Control (DFPC), Colorado Department of Public Safety (DPS), introduced himself to the committee. He introduced additional DFPC presenters Vaughn Jones and Melissa Lineberger, and DPS Director Stan Hillkey, and he described the division's work. Vaughn Jones, Wildland Fire Management Section, DFPC, discussed his section's work and their role in fire management. He described the division's firefighting air resources, including single engine air tankers, type 2 helicopters, and multi-mission aircraft.

Mr. Morgan discussed the state's Emergency
Fire Fund (EFF), in which counties can voluntarily participate. He
noted the increase in "state responsibility fires" and changes
in wildfire seasons over the last four decades. He explained the
total acreage in 2018 to date has already almost matched the state's worst
fire seasons.

Mr. Morgan described various wildfires in the state in 2018. He explained how wildland fire responsibility is determined among fire protection districts, county sheriffs, and the state. He also discussed support the state provides prior to state responsibility to keep fires small.
