Representative McKean, prime sponsor, presented House Bill 19-1071, which removes the requirement that the Board of Health approve operating agreements that municipalities enter into for sewer contstruction work.  This bill also clarifies which entity adopts the rules that govern sewer or waste disposal into bodies of water.
