Representative Rankin and Representative Young, bill sponsors, presented Senate Bill 18-254 to the committee.  The bill makes several changes to how the state funds child welfare services through the Department of Human Services.  Changes include developement of a new funding model, creation of the Child Welfare Prevention and Intervention Services Cash Fund, reduction in the county share of adoption assistance payments, and adjustments to the Chilld Welfare Allocation Committee.  A handout was distributed to the committee (Attachment E).
