The bill modifies the act establishing the district, including adding factors that must be considered when changing services and fees; prohibiting discrimination against people with disabilities; authorizing the Transportation Legislation Review Committee to review compliance with the law; adding governor appointees and the state treasuerer and director of the Department of Transportation to the board; creating contribution limits for board of director candidates; increasing the number of meetings for the board; allowing for commercial and retail services at facilities; requiring specific audits of RTD be completed by the Office of the State Auditor; and whistle blower protections to certain employees and contractors.
