The Joint Budget Committee (JBC) staff provides non-partisan research, analysis, and recommendations related to the state budget to members of the Joint Budget Committee and to the General Assembly. The JBC staff also serves as legislative staff to the Appropriations Committees of each chamber. Each member of the JBC staff is responsible for analyzing certain department and programs of state government. Staff assignments can be found here.

Since 1953, the Legislative Council Staff (LCS) has served as the nonpartisan research arm of the Colorado General Assembly. The staff serve under the Director of Research and provide support to legislative committees, respond to requests for research and constituent services, prepare fiscal notes, provide revenue projections, and perform other centralized legislative support services such as Information Technology, Visitor Services, and more.
