House Select Committee on Climate Responsibility

Colorado Commission on Uniform State Laws

Chair - Clair Levy; Vice Chair - Bob Gardner. The Colorado Commission on Uniform State Laws (CCUSL) is charged with working with the Uniform Law Commission (ULC) to promote uniformity in state laws where uniformity may be deemed desirable and practicable. This is achieved by developing proposed uniform legislation through the ULC that can be adopted by the various state legislatures.

Early Childhood and School Readiness Legislative Commission

The commission studies issues concerning early childhood and school readiness, including health care, mental health, parental involvement, family support, child care, and early learning.

Colorado Health Insurance Exchange Oversight Committee

The committee studies the implementation of Colorado's health exchange. It reviews and approves grants applied for by the exchange's board of directors to implement the exchange, approves the exchange's executive director, and recommends legislation on the operation of the exchange.

Public Health Care & Human Services

The House Public Health Care and Human Services Committee considers matters concerning state health care programs and social services.  The committee also has legislative oversight responsibility for the Department of Health Care Policy and Financing and the Department of Human Services.

State, Veterans, & Military Affairs

The Senate State Affairs Committee generally considers matters concerning elections, campaign finance, military and veterans affairs, and other subject areas related to state government.  In addition, the committee has legislative oversight responsibility for the departments of State and Military and Veterans Affairs.

Executive Committee of the Legislative Council

The Executive Committee of the Legislative Council provides oversight over the legislative service agencies and their directors, establishes policies regarding legislative management and proceedures, and introduces the annual legislative appropriation bill.

Rural Affairs & Agriculture

The House Rural Affairs & Agriculture Committee generally considers matters concerning water, agriculture, wildlife, and recreation.  In addition, the committee has legislative oversight responsibility for the departments of Agriculture and Natural Resources.

Joint Budget Committee

The Joint Budget Committee (JBC) is charged with studying the management, operations, programs, and fiscal needs of the agencies and institutions of Colorado state government. Throughout the year, the JBC holds a number of meetings and considers a range of documents to help prepare budget recommendations for the General Assembly.

State, Veterans, & Military Affairs

The House State, Veterans, and Military affairs Committee generally considers matters concerning elections, campaign finance, military and veterans affairs, and other subject areas related to state government.  In addition, the committee has legislative oversight responsibility for the departments of State and Military and Veterans Affairs.

Agriculture & Natural Resources

The Senate Agriculture and Natural Resources Committee generally considers matters concerning water, agriculture, wildlife, and recreation.  In addition, the committee has legislative oversight responsibility for the departments of Agriculture and Natural Resources.

Joint Technology Committee

The Joint Technology Committee (JTC) is a year-round committee with oversight responsibility for major state technology projects and the Governor's Office of Information Technology (OIT).

Transportation & Local Government

The House Transportation & Local Government Comittee considers matters concerning motor vehicle law, traffic regulation, transportation funding, public infrastructure, other subject areas related to the state transportation system, local governments, special districts, housing, and land use planning.  In addition, the committee has legislative oversight responsibility for the Department of Transportation and the Department of Local Affairs.

Pension Review Subcommittee

The Pension Review Subcommittee, a subcommittee of the Pension Review Commission, studies and makes recommendations regarding the Public Employees' Retirement Association.

Committee on Legal Services

The Committee on Legal Services is the legislative oversight committee for the Office of Legislative Legal Services and oversees the review of executive branch agency rules among other legislative duties.

Water Resources Review Committee

The committee studies the conservation, use, development, and financing of the water resources of Colorado for the general welfare of its inhabitants and to reviews and proposes water resources legislation. The committee also is responsible for holding public hearings on the draft Colorado State Water Plan and submitting a summary of the public's and committee's feedback on the plan to the Colorado Water Conservation Board.

Joint House Transportation and Local Government, Senate Local Government

Legislative Audit Committee

The Legislative Audit Committee (LAC) is a permanent standing committee comprised of four senators and four representatives with equal representation from the two major political parties. The Committee is responsible for reviewing and releasing audit reports and recommending special studies. The LAC also recommends an appointment for State Auditor to the leadership of the General Assembly every five years. The meeting minutes can be found on the Office of the State Auditor's webiste.

Pension Review Commission

The commission studies and proposes legislation relating to funding of police officers' and firefighters' pensions in this state and benefit designs of such pension plans. The commission also studies and proposes legislation regarding the Public Employees' Retirement Association.

Appropriations

The House Appropriations Committee conducts hearings on bills that change expenditures or revenues and affect the budget. The Committee typically reserves discussion for the fiscal impact of the bills. Many of the bills considered by the Committee have had hearings in other committees before being referred to Appropriations and for those bills that have previously had a hearing the Committee does not customarily take public testimony.

Legislative Emergency Preparedness, Response, and Recovery

The committee is responsible for developing and updating a plan for the response by, and continuation of operations of, the General Assembly and the legislative service agencies in the event of an emergency epidemic or disaster and may also recommend legislation on this topic.

Transportation Legislation Review Committee

The committee reviews transportation, traffic, and motor vehicle legislation and may consult with experts in the fields of traffic regulation, the licensing of drivers, the registration and titling of motor vehicles, and highway construction and planning.
