The committee was called to order. All members were present. The committee entered into a discussion about how to prioritize the FY 2017-18 capital construction requests for recommendation to the Joint Budget Committee. Committee members received a spreadsheet broken into state-funded, cash-funded, and Colorado State University certificates of participation-funded sections (Attachment A); and a "working list" spreadsheet (Attachment B), both prepared by Legislative Council Staff. The committee first discussed the FY 2017-18 cash-funded capital project list. Representative J. Becker expressed concerns about certain projects on the list. The committee put the list up for consideration with the removal of certain projects. Discussion ensued regarding the ramifications of the committee not approving the two Colorado Parks and Wildlife (CPW) Land and Water Acquisitions ongoing projects. Ms. Kori Donaldson, Legislative Council Staff, provided input on the issue. Discussion followed regarding a CPW property acquisition request approved by the committee in recent years, and concerns with the way CPW is managing its property portfolio.

The committee moved to discussing the FY 2017-18 state-funded capital construction request list, and how to prioritize these projects. In its deliberations, the committee considered the list shown in Attachment B. Mr. Tony Gherardini and Mr. Brad Membel, representing the Department of Human Services, explained how the Adams County Youth Services Center Replacement project might be phased over an additional year. Mr. Gherardini and Mr. Membel addressed questions about the funding split for the project between various fiscal years, and the potential for phasing the project based on this funding split.

Representative Esgar explained some changes made from the original state-funded capital construction prioritization list forwarded by the Office of State Planning and Budgeting, resulting in the list shown in Attachment B. Discussion ensued regarding the implications of approving this capital project list for forwarding to the Joint Budget Committee (JBC). Ms. Donaldson provided input on how the JBC might alter the prioritized recommendation, and addressed concerns expressed about the Adams County Youth Services Center Replacement project. Discussion followed regarding how best to express the committee's intent in its recommendations to the JBC, particularly with respect to issues concerning the Adams Youth Center Replacement project, and the various demarcation levels indicated in the list represented by Attachment B.

Discussion ensued regarding the rationale to be expressed to the JBC on its prioritization recommendation. Mr. Matt Becker, Legislative Council Staff, discussed the committee's next meeting.
