State Auditor, and Jenny Atchley, Audit Manager, introduced themselves
and gave an overview of the audit reporting process.

brief summary summary of the Colorado Oil and Gas Conservation Commission
(COGCC) performance audit. COGCC audit documents are included as Attachment
A.
Ms.
Colin described the findings of the audit report, including areas of improvement
for reporting and described the recommendations they gave the Colorado
Oil and Gas Conservation Commission for improving the reporting process.

Will Toor, Colorado Energy Office (CEO), and Dominique Gomez, Deputy Director
of the CEO, introduced themselves and gave an overview of their office
structure, their fiscal year 2022-23 goals and how they plan to accomplish
those goals. Mr. Toor also described the CEO's performance management process,
CEO's fiscal year 2022-23 budget requests, CEO's legislative agenda, regulatory
agenda, stimulus funding implementation, and equity, diversity, and inclusion
work. CEO's presentation is included as Attachment C and CEO January 2022
reporting documents are included as Attachment D.

Patty Salazar, Executive
Director of Department of Regulatory Agencies (DORA), and Doug Dean, Director
of the Public Utilities Commission (PUC), introduced themselves and gave
an overview of the PUC's role under DORA. Mr. Dean gave an overview of
the PUC's organizational chart, fiscal year 2021-22 goals, value add to
the State of Colorado, transparency and communication work, performance
mangement goals, fiscal year 2021-22 budget snapshot, 2022 legislative
request, 2022 regulatory agenda, and the equity, diversity, and inclusion
plan. The PUC's presentation is included as Attachment E. DORA's 2022 regulatory
agenda is included as Attachment F and DORA's 2022 performance plan is
included as Attachment G.

Director for the Department of Natural Resources (DNR), Alice Cosgrove-Horgan,
Legislative Director of DNR, Julie Murphy, Director of the Colorado Oil
and Gas Conservation Commission (COGCC), and Jarrett Ellis, Finance Manger
of the COGCC, introduced themselves. Mr. Gibbs described DNR's mission,
vision, and values, organizational chart, fiscal year 2021-22 operating
budget, fiscal year 2021-22 goals, stimulus funding usage, fiscal year
2022-23 budget request, 2022 legislative agenda, and diversity, equity,
and inclusion work. The DNR-COGCC presentation is included as Attachment
H. DNR's 2022 regulatory agenda is included as Attachment I and DNR's 2022
performance plan is included as Attachment J.
