Alex Quintana, State Registrar and Director of Vital Records with the Colorado Department of Public Health and Environment (CDPHE), and Andrew Dudley, Fiscal Services Branch Chief with CDPHE, discussed the department's non-monetary supplemental request to extend the spending authority time for the Electronic Birth Registration System Replacement project appropriation, which is currently set to expire on June 30, 2021.

Mr. Quintana responded
to questions from the committee related to the request for an additional
three years of spending authority, confirming that the department is not
requesting any additional funds for the project, what systems other states
use for their birth registry programs, the project's change management
plan, and the use of an agile methodology for the project.
Christen Lara, Health Information Systems Branch Manager within CDPHE,
responded to questions from the committee regarding the use of an agile
methodology for the project, the change to a web-based platform and the
security protocols that will be in place for the data in the cloud, where
the backup data will be stored, and the disaster recovery plan.
Mr. Quintana continued to respond to questions regarding what stage the
project is currently in.
Mr, Dudley responded to questions from the committee regarding when the
funding for the project will expire and when the department knew about
the funding issues.
Mr. Quintana continued to respond to questions regarding when the department
expects that the system replacement project will be completed.
