He discussed budget requests, the regulatory agenda, equity, diversity, and inclusion, and training and conferences.

Committee members asked questions about the budget request concerning Colorado Bureau of Investigations.

Colonel Matt Packard, Colorado State Patrol (CSP), discussed successes and challenges of CSP. He noted traffic fatalities, speed, seat belts, and proactive traffic stops. He next discussed the HB21-1314 Study Group Report (Attachment A). 

Committee members asked questions about driving standards for impaired driving, other than alcohol and marijuana and citations. Chief Packard discussed marketed enforcement events. Further questions were asked about the increased number of stops in relation to demographic and geographical data. 

Committee members asked additional questions about illicit drug seizures and interdiction, fatal accidents, and diversity and recruitment efforts.

Joe Thome, Director, Division of Criminal Justice, proceeded to discuss the mission of the Division of Criminal Justice. He noted grant administrative programs, including those for body worn cameras, human trafficking, and sex offender management. He also discussed juvenile minority over-representation and juvenile justice reform.  He answered committee questions about performance based contracts. Further discussion ensued about Community Corrections and treatment, and escapes or walkaways.

Kevin Klein, Director, Division of Homeland Security and Emergency Management, discussed the mission of the agency. He noted COVID and the mask distribution program, vaccines, fires, disaster declarations, and elections security. Committee members asked questions about the COVID response and Safe 2 Tell.

John Camper, Director, CBI, provided an overview of the bureau's responsibilities and highlighted accomplishments.

Mike Morgan, Director, Division of Fire Prevention and Control, discussed the division's accomplishments, goals, and challenges. Committee members asked questions about injuries from the Marshall Fire and commended the division's work.
