BHA Presentation on ARPA Funds - Committee Discussion Only

Ryan Templeton, Division
Director of Policy and External Affairs, Behavioral Health Administration
(BHA), presented to the committee on the BHA and American Recovery Plan
Act (ARPA) funds.  A copy of the presentation was provided to the
committee  (Attachment C).  Mr. Templeton provided an overview
of the BHA.

Stephen Peng, Chief
Financial Officer, BHA, presented to the committee.  He reviewed the
ARPA funds that were directed to the BHA.  Mr. Peng discussed the
funding for 12 different projects through Senate Bill 21-137.  He
highlighted the Behavioral Health Workforce Development Program, County-based
Behavioral Health Grant Program, Crisis System for Colorado residents,
and Behavioral Health Statewide Care Coordination Infrastructure.

Mr. Peng reviewed
15 projects funded through eight different pieces of 2022 legislation.
 He highlighted programs established in Senate Bill 22-196, House
Bill 22-1281, and Senate Bill 22-148.  He continued by discussing
Senate Bill 22-181 and the related strategic plan concerning strengthening
the behavioral health workforce.  Mr. Peng discussed House Bill 22-1243,
which extends the IMatter Program.  He reviewed programs funded through
Senate Bill 22-177, House Bill 22-1283, and House Bill 22-1326.
