Colorado Open Records Act Maximum Hourly Research and Retrieval Fee
Section 24-72-205 (6) (b), C.R.S., requires the Director of Research of the Legislative Council Staff to adjust the Colorado Open Records Act maximum hourly fee for the research and retrieval of public documents for inflation on July 1, 2019, and each five years thereafter. Effective July 1, 2019, the maximum hourly fee will increase from $30.00 to $33.58. Before increasing the fee above the previous maximum amount of $30.00, government entities must revise their Colorado Open Records Act policies to include the new fee and publish the new policy on their website.
Methodology
The $3.58 increase resulted from inflating $30 by the percentage change in the Denver-Aurora-Lakewood consumer price index for all items and all urban consumers, published by the U.S. Bureau of Labor Statistics, between the first half of calendar year 2014 and the first half of calendar year 2019. Because the U.S. Bureau of Labor Statistics has not yet released the index for the first half of 2019, the index used for the first half of 2019 represents the average of indices published for January, March, and May 2019.
