Representative DeGraaf, prime sponsor of the bill, introduced House Bill 24-1246 Electric Grid Resilience Temporary Carbon Dioxide Regulation. The bill requires the state to develop a geomagnetic storm contingency plan and prohibits the regulation of carbon dioxide, as a pollutant.  Representative DeGraaf provided the committee with a presentation on the bill (Attachment A).

The committee asked the bill sponsor questions on the bill.

Mr. Paul Sherman, representing Conservation Colorado, testified in opposition to the bill. The committee asked the witness questions.

Donna LaBelle, representing themself, testified in support of the bill. Mr. David Moran, representing themself, testified in support of the bill. Mr. Joseph Weiss, representing themself, testified in support of the bill. Mr. Glenn Rhoades, representing themself, testified in support of the bill.
