The reengrossed bill creates a research center (center) for substance abuse and addiction prevention strategies and treatment at the University of Colorado Health Sciences Center. The center's mission is to:
• establish or expand treatments for opioids, other controlled substances, and alcohol;
• expand existing partnerships with national organizations with similar missions; and
• seek federal and private resources to further the center's activities.
