The committee returned to order. Senator Garcia, prime sponsor, presented Senate Bill 16-109. The bill requires the Colorado State Patrol (CSP) to present a plan to the Capital Development Committee (CDC) no later than July 1, 2016, detailing how it will identify its capital needs in Pueblo. The plan must explain the involvement of the Office of the State Architect, the Governor's Office of State Planning and Budgeting, and the Colorado Department of Transportation (CDOT) in determining how to best address CSP's capital needs.

The bill also requires CSP to submit a program plan no later than November 1, 2017, that identifies the capital needs and projected costs for a state patrol facility in Pueblo. The plan must be for a new building or to collocate CSP functions in a new CDOT Region 2 headquarters building.
