Representative Arndt, prime sponsor, presented Senate Bill 17-056 to the committee. The bill continues various reports submitted to the General Assembly by the Colorado Department of Public Health and Environment (CDPHE), allows other reports to repeal, and adds future repeal dates for several others. The topic of these reports, and their status under the bill, are described below.

Reports to the General Assembly that continue indefinitely:
    • listing of suicide prevention programs and their effectiveness (Section 1);
    • health effects of marijuana (Section 2);
    • risk-adjusted health facility data (Section 3);
    • permits for discharge of pollutants into state waters (Section 6);
    • hazardous waste control (Section 7);
    • paint stewardship program (Section 9);
    • child fatality review recommendations (Section 11); and
    • solid waste management program (Section 14).
Reports to the General Assembly that are given a future repeal date:
    • comprehensive human sexuality education grants (Section 13) - report to the General Assembly continues annually through 2020.
    Reports to the General Assembly that are discontinued, but reporting to other agencies continues:
        • comprehensive hospital information system (Section 4) - CDPHE will continue to report to the Governor and post report on website;
        • continuing quality improvement system for emergency and trauma care (Section 5) - CDPHE will continue to provide information to trauma centers and ambulance service agencies;
        • Pollution Prevention Advisory Board annual report (Section 8) - the board will continue to report to the Department of Local Affairs, the CDPHE, and the Colorado Energy Office;
        • prevention, intervention, and treatment programs (Section 10) - CDPHE will continue to report to other state agencies and entities; and
        • Colorado Health Facilities Authority annual report (Section 12) - the authority will continue to report to the Governor.
