Representatives Phillips and Zokaie, prime sponsors, presented House Bill 25-1028, concerning modifications to the address confidentiality program. Representative Phillips explained the effect of the bill and discussed its need. Mr. Justin Grantham, representing Colorado County Clerk's Association, testified to amend the bill. Mr. Don Booher, representing Land Title Association of Colorado, testified in opposition to the bill. Elizabeth Newman, representing Colorado Coalition Against Sexual Assault, testified to amend the bill.

Ms. Newman responded to questions regarding provision of certain information to law enforcement under HB 25-1028. Discussion ensued regarding how the bill will make delivery of mail to address confidentiality participants more difficult, and methods used to conceal identities from public record inspection. Discussion followed regarding adverse possession issues, and the fiscal impact of the bill. Discussion turned to how participants in the address confidentiality program conduct certain tasks while remaining confidential, and the effect of certain forthcoming amendments. Discussion returned to the fiscal impact of the bill.

Ms. Kim Reynolds, representing Address Confidentiality Program, testified in support of the bill. Mr. Seth Ford, representing the Department of Personnel & Administration, testified in support of the bill.

Discussion ensued regarding how someone covered by the address confidentiality program could run for public office, and the fiscal impact of the bill.  Discussion followed regarding certain disclosure stipulations for those participating in the program, and welfare checks under the program.
