Senator Martinez Humenik, sponsor, presented Senate Bill 16-022. She explained that the bill was recommended by the Early Childhood and School Readiness Legislative Commission, and removes the existing ten-county cap on the number of counties that may participate in the Colorado Child Care Assistance Cliff Effect Pilot Program. The bill also removes the two-year participation requirement for counties if the Department of Human Services determines that participation during a shorter period will contribute relevant data to the evaluation of the pilot program.

Senator Martinez Humenik presented Senate Bill 16-006. She explained that the bill was recommended by the Colorado Health Insurance Exchange Oversight Committee, and requires the Colorado health benefit exchange, which operates under the name Connect for Health Colorado, to establish a system for referring consumers to qualified insurance brokers to enroll consumers in health plans. To participate in the system, a broker must be licensed by the Colorado Division of Insurance and certified by Connect for Health Colorado. Senator Martinez Humenik distributed and discussed Amendment L.001 (Attachment B).
