Senator Garcia, prime sponsor, presented Senate Bill 16-069, which requires the Colorado Department of Public Health and Environment (CDPHE) to establish rules governing the scope of practice of community paramedicine, including the issuance of an endorsement in community paramedicine to emergency medical service providers. In addition, agencies managing and offering community paramedicine services must be licensed by CDPHE beginning July 1, 2018

Mr. Garry Briese, representing the Colorado State Fire Chiefs and the Colorado Professional Firefighters, testified in support of the bill. He responded to questions from the committee. Senator Garcia provided additional background about the need for the bill.

Ms. Angela Petkoff, representing the Colorado Nurses Association, testified in support of the bill. Ms. Petkoff answered questions from the committee about reimbursements. Senator Garcia also commented about user and provider costs associated with community paramedicine.

Mr. Tim Dienst, representing the Emergency Medical Services Association of Colorado, testified in support of the bill. Mr. Dienst responded to a question about how clients are informed about the anticipated cost for an ambulance trip.

Senator Garcia, prime sponsor, next presented Senate Bill 16-060, which gradually transfers courtroom and court facility maintenance costs from the counties to the state. Each year the Board of County Commissioners in each county must report the fair market value rent for their courtrooms and court facilities occupied by the Judicial Department to the State Controller and the State Property Tax Administrator. Once certified, the State Controller must pay each county treasurer a percentage of the certified fair market rent value beginning with 5 percent in FY 2017-18; this amount increases by 5 percent a year until FY 2036-37, when the state assumes 100 percent of courtroom and court facility costs for spaces occupied by the Judicial Department.
