10:34 AM -- Briefing from the Joint Budget Committee



Senator Grantham introduced members of the Joint Budget Committee and Joint Budget Committee Staff. Senator Grantham provided an overview of the budget priorities for each of the departments under the purview of the House and Senate Business Committees. These include the Office of the Governor, the Department of Labor and Employment, the Department of Personnel, and the Department of Regulatory Agencies. He discussed the budget for the Office of the Governor, the Office of Lieutenant Governor, Office of State Planning and Budgeting, Office of Economic Development and International Trade, Office of Information Technology, and the Colorado Energy Office. Committee members discussed the continuation of the Film Incentive Rebate Program. (Attachment A)

In the Department of Labor and Employment, the budget recommends funding the transfer of the Division of Vocational Rehabilitation from the Department of Human Services. The committee discussed the use of compressed natural gas cars in the state fleet versus the use of traditional gas vehicles. The committees discussed the plans for expanding broadband and the funding of that process. Additionally, the Office of Information Technology is looking into what the broadband expansion needs are across the state.



11:18 AM -- Briefing from the Colorado Commission on Uniform State Laws



Thomas Morris, Office of Legislative Legal Services, introduced himself in his capacity of the Secretary of the Colorado Commission on Uniform State Laws and discussed the role of the commission as part of the national Uniform Law Commission (ULC). Mr. Morris provided a handout to the committee (Attachment B). Commissioner Anne McGihon described the ULC's process for determining what state laws may benefit from uniformity. She discussed various acts approved for adoption by the states as well as the development of several other study committees to assess existing uniform state laws as well as new laws under consideration. Senator Steadman, commissioner, discussed the five model acts the Colorado Commission is recommending this legislative session. The commissioners responded to questions from the committee.
