Jean Billingsley, Legislative Council Staff, came to the table to discuss the Colorado Department of Revenue (DOR) and the Governor's Office of Information Technology's (OIT) FY 2017-18 operating budget request for GenTax. She distributed a handout to the committee (Attachment A) and information on how other state's host their GenTax systems (Attachment B). Ms. Billingsley recommended that the committee fund the OIT GenTax Hosting and DOR Support and Software Developer portions of the budget request and that the committee request additional cost-benefit analyses for the DOR System Enhancements and Strategic Initiatives portion of the request prior to appropriation.

Mr. Paul Northrup, representing DOR, came to the table to discuss committee questions regarding the DOR Support and Maintenance portions of the budget request. Mr. Dayton Harbo, representing OIT, answered additional questions regarding the OIT GenTax hosting component of the budget request. Mr. Northrup continued by answering questions on the department's process of conducting qualitative analysis.
