Update on General Rose Statue - Committee Discussion Only

Paul Shamon provided an update on the General Rose statue.  To date $525,000 was raised to create and maintain the statue.  Mr. Shamon displayed samples of statue and walkway material.  He shared that the statue has a proposed completion date of July 15, 2022.  Mr. Shamon said that Saunders Construction will install the statute.  He provided the proposed unveiling date of August 1, 2022 for the statue, with a back-up date of October 9, 2022.

Mr. Shamon talked about an interactive educational component to be included with the statue.

Colorado History Book - Committee Discussion Only

John Anderson, author of A to Z Colorado's Nearly Forgotten History from 1776-1876, provided information about the book.  He introduced his book publishing team.  There was a discussion about the Colorado State Seal on the cover of the book.

Mr. Anderson indicated that he would like the committee's approval to sell the book in the visitor center gift shop.  He said that the book includes short stories.

The book was passed around for the committee to review.

the Office of Legislative Legal Services, provided information about the
use of the Colorado seal.

Discussion about the use of the seal continued.  Ms. Meyers will consult with the Secretary of State.



Union Soldier Relocation - Committee Discussion Only

Jeanette Chapman, representing Legislative Council Staff, provided an update about the union soldier statue relocation.  She talked briefly about comments from veteran organizations about the relocation (Attachment A).  A letter was sent to veterans groups to solicit comments.  Dawn DiPrince provided information about comments from visitors to the statue during its residency at Colorado History.

Ms. Chapman indicated that letters in response to a request for comments indicate approval  for placing the statue at Department of Military and Veterans Affairs (DMVA) headquarters.  DMVA is interested in taking custody of and displaying the statue and plans to prepare a site that will be accessible for the public.

The committee discussed providing the statue to the DMVA under a long term loan agreement.

Colorado Veterans' Monument Preservation Trust Committee - Committee Discussion Only

Ms. Chapman talked
about the Capitol Building Advisory Committee's appointment to the Colorado
Veterans' Monument Preservation Trust Committee.  The committee discussed
the appointment process.  Danielle Oliveto will lead the appointment
process.

Ms. Chapman discussed the new plaque to update the name of the park to Lincoln Veterans' Memorial Park.  She indicated that the plaque will be replaced on Veterans Day if created in time.  Ms. Chapman said that the Trust Committee has funding, a design, and is working on having the plaque made and installed.

The committee reviewed the language that was previously approved for the new plaque and looked at a photo of the current plaque.

There was a discussion about the member appointed by CBAC, including requirments for the Preservation Committee member.

The new member will
serve a three-year term, attending one or two meetings each year.  There
was a discussion about the Preservation Trust Fund, administered by the
Department of Personnel and Administration, including that only interest
from the fund may be spent.

Ms. Chapman shared that there are no guidelines about specific member requirements for the CBAC appointee to the Preservation Committee.

Richard Lee said that the flagstone in the park, bearing the park name will be replaced and costs for this item were included in the fiscal note.



Update from Visitor Services - Committee Discussion Only

Amanda Clapham, representing Legislative Council Staff, Visitor Services, provided an update.

Ms. Clapham discussed events for the Colorado Day celebration at the Capitol.

Ms. Clapham displayed an example of a paper fan that is printed with a schedule of events for the day, usually provided to visitors.

There was a discussion about reservations in the west foyer for the event.  Ms. Oliveto talked about reserving the foyer.  She also discussed possible tours of the Governor's Mansion and including the tours in the schedule printed on the fans.

There was a discussion about a kick off event for the America 250-Colorado 150 Commission celebration planning.

Ms. Clapham discussed
the display of the USS Colorado model and provided a handout (Attachment
B).  She proposed general display of the ship and for a June 6, 2022
visit from sailors who served on the USS Colorado while the ship was active.
 She discussed simple shelving for the model, including a location
and cost of around $100.

Ms. Oliveto talked about the June 6 event when the chief commander of the ship will be visiting the Capitol and meeting with students at History Colorado.  Plans include display of the ship at History Colorado.

The committee discussed simple brackets for the shelving to display the model.

There was a discussion about securing the model during display.  Ms. DiPrince talked about a cover and dusting.  Ms. Clapham indicated that the model is in a lucite case.  She said that the shelf is bigger than the model and securing it is possible.  There was a discussion about placement of the model, especially  in a location that will encourage viewing, rather than handling the case.

There was a discussion about fundraising to pay for the Biden portrait. Ms. Bernard and Ms. Chapman will research state funding for future presidential portraits including discussions with the Executive Committee of the Legislative Council about a possible annual budget line item to pay for future presidential portraits.

There was a discussion about the Governor portraits.  Ms. Oliveto indicated that the Governor's office typically provides funding for these portraits.   Ms. Chapman discussed the committee Criteria and Procedures which outline the process for the portraits of the presidents of the United States and portraits of the governor's of Colorado. Ms. Chapman pointed out that the Criteria and Procedures indicate where the portraits will hang and the party responsible for the purchase of the portraits.

Ms. Chapman shared
that the presidential portraits were donated as a set, with the committee
perhaps not forseeing a need for funds.  Georgianna Contiguglia indicated
that there was no policy related to the portraits.  She indicate that
the addition of portraits to the collection started with the Clinton Library
providing his portrait.  She indicated that when other portraits were
added private fundraising was pursued because the state budget picture
was not good.  Ms. Contiguglia said that at that time there was no
discussion about state funds.
