Chair Lontine called the meeting to order and introduced one new and one returning member of the committee.  She announced that the committee will need to appoint a new vice chair of the committee.



Door Security - Committee Discussion Only

Rick Lee, Department of Personnel and Administration, discussed proposed changes to door security in the Capitol building.  A handout presenting the three options was distributed to the committee (Attachment A).  The options are of increasing levels of security, DPA believes the third option, which provides the greatest level of control in ensuring that the doors are more resistant to flex and stronger locks.

Jeanette Chapman, Legislative Council Staff (LCS), discussed the repairs and placement of governors portraits, including new hanging options.

Jimmy Reed, LCS, discussed the current criteria and procedures for hanging governor's portraits and the need to update these policies in order to integrate the recently found portraits.

Mr. Reed provided an update for repair of art work damaged during the break in in February.

Mr. Lee explained the insurance repayment process for damages to the floor and walls of the first floor.

Mr. Reed continued and discussed the status of Mundus Bishops updates to the capitol grounds landscape planning.

Ms. Chapman discussed SB 19-075 concerning the placement of the Colorado Constitution in the capitol building.  Committee discussion ensued.

Ms. Chapman also spoke about a proposed MOU between the governor's office and the Capitol staff regarding use of public areas.  Staff will develop a draft and present it to the committee.

Senator Moreno was appointed Vice Chair of the committee.  He discussed Representative Mullica's interest in having a memorial to Bill Daniels in the Capitol Building.  Committee discussion ensued.
