Senator Moreno nominated Representative Lontine to be the Chair of the committee.  There was no objection.  Senator Moreno nominated Representative NcNulty to be Vice Chair of the Committee.  There was no objection.



Building Construction Updates - Committee Discussion Only

Lance Shepherd, Capitol Complex, updated the committee on current and future building construction projects on and around the Capitol Complex.  Mr. Shepherd responded to committee questions concerning the Master Plan.



Capitol Vandalism and Repair Updates - Committee Discussion Only

Caption Daniel Haley, Colorado State Patrol, updated the committee on the recent vandalism incident that occurred in the Capitol in late January.  Mr. Haley discussed the arrest of the suspect, how the vandal entered the complex, and how the State Patrol is moving forward to ensure that this does not happen again.  Mr. Haley responded to committee questions.

Jeanette Chapman, Legislative Council Staff (LCS), provided an update on the vandalism repairs including the timeline, cost, and process. Rick Lee, Department of Personnel and Administration (DPA), added to the update.



Survey of Capitol Policies for Managing Loitering - Committee Discussion Only

Mr. Kurtz discussed asking the National Conference of State Legislatures to conduct a 50-state survey regarding capitol grounds management practices.  A handout was distributed [Attachment A].

Discussion of SB19-075 Display of the Colorado Constitution - Committee Discussion Only

Senator Donovan discussed Senate Bill 19-075 concerning displaying the original Colorado Constitution in the State Capitol.

Senator Donovan discussed the costs associated with the display, where the constitution is currently displayed, and the process of initiating this display.  Mr Lee discussed the logistics from DPA's side.  Senator Donovan responded to committee questions.

Kelly Ream, Mundus Bishop, updated the committee on the Cultural Landscape Assessment and distributed the Cultural Landscape Report [Attachment B].

Jimmy Reed, LCS, updated the committee on the Governor portraits and potential locations for displaying them in the Capitol.  Mr. Lee commented on the current status of the restoration.  Julia Jackson, LCS, discussed the process.  Mr. Lee and Ms. Jackson responded to committee questions.  Jeanette Chapman, LCS, updated the committee on the tribal flag project and the signage project.
