Capitol Signage - Approve the design for new signs at the Capitol building and Legislative Services Building

Matt Becker, Legislative Council Staff, spoke on the signage project for the Capitol building and Legislative Services building. He introduced ArtHouse Design, the contractor for the project.

Marty Gregg, ArtHouse Design, presented the design proposal for the Capitol building. He provided a presentation on the design [Attachment A].

Zach Kotel, ArtHouse Design, provided information on the stakeholder process to develop the signage plan. He discussed the proposed exterior and interior signs. Mr. Kotel also discussed the type of signs that will be used in the Capitol building, the materials, and the content.

Mr. Kotel also spoke on code requirements and ways to help provide temporary signage that maintains the proposed design. He also spoke on the proposed signs for the Legislative Services building.

Mr. Kotel answered questions from the committee regarding signs needed to address security issues. He also answered questions regarding the material for the signs.

Heather Lin, Legislative Council Staff, provided an overview of the Gold Fund.



Constitution Display - Approve the allocation of $5,000 from the Gold Fund to design a display case for the use of artifacts in Capitol building.

Damion Pechota, Legislative Council Staff, provided an overview of Senator Donovan's proposal to construct a display case to display the Colorado Constitution in the Capitol building.

Mr. Turner spoke on the current display of the Colorado Constitution at History Colorado and the necessary precautions for such a document, including security, lighting, and other contractual agreements.

Committee discussion ensued.  The committee members expressed concerns regarding the relocation of the Colorado Constitution to the Capitol, including the need to protect such artifacts.  The relocation of the Colorado Constitution to the Capitol failed due to the lack of a motion.  The committee also spoke on designing a display case for historical items with less provenance than the Colorado Constitution.

Ms. Eddins spoke on the need to display the House of Representatives member composite photographs. She discussed a display case that would be free standing to show all the historic member photographs.  She provided a handout of a similar display case [Attachment F].

Ms. Eddins answered questions on what the display case would look like and the possibility of hanging some portraits in the House Committee Rooms. The committee members discussed ideas for displaying the portraits, including digital display options.

Ernest House, representing the Colorado Commission on Indian Affairs, discussed the current location of the Ute Mountain Ute and Southern Ute flags. He discussed the need to bring awareness to Native American issues in the history of Colorado.

Cultural Landscape Assessment Study - Committee Discussion Only

Tina Bishop, Landscape Architect for Mundus Bishop, provided a presentation on the current status of the cultural landscape assessment study. She provided four handouts on the current project [Attachments B, C, and D]. She spoke on the features, maintenance, uses, and wayfinding throughout the grounds. She also spoke on the period of significance, specifically from 1890 to 1935.

Ms. Bishop provided a history of the site, the construction components of the Capitol grounds and the design of Lincoln Park. She discussed the final plans of the Capitol grounds and the monuments added between 1909 and 1935. Ms. Bishop discussed spatial organization, including the views from the Capitol, the axis of the site, and the topography of the grounds.

Ms. Bishop provided an overview of the circulation of people on the site, the building of additional structures and objects, vegetation, and small scale features of the Capitol grounds. She also discussed the management issues of the grounds.

Ms. Bishop answered questions from the committee regarding the historical changes on the west side of the Capitol, specifically the parking circle. She also answered questions regarding the assessment of locating future monuments.
