01:41 PM -- Metropolitan State University Plaque



Cathy Lucas and Robert Bowen, representing Metropolitan State University of Denver (Metro State), presented and discussed a proposed plaque commemorating the 50th anniversary of Metro State to be placed in Room 227.



Mr. Bowen discussed the history of Metro State in the Colorado State Capitol building. He asked the committee to commemorate the fact that Metro State started in the Capitol.



Mr. McNulty asked questions about the commemorative plaque. Ms. Lucas said that the plaque will only recognize the 50th anniversary and future anniversaries will not be recognized. Mr. McNulty talked about the need to work with the Speaker of the House because the office is located in House office space.





01:48 PM -- Sand Creek Massacre Memorial



Jon Bellish, Dina Klimkina, and Max Barrett, representing One Earth Future Foundation, discussed the proposed Sand Creek Massacre memorial.



Mr. Bellish summarized the concerns of the advisory committee from the November 20, 2015, meeting and presented changes to the memorial. He said that the the footprint of the proposed memorial has been reduced, which includes omitting the medicine wheel and shortening the sidewalk. Mr. Bellish said that the teepee has been moved in order to retain current sight lines. He also presented a new design of the medicine wheel to be a stone inlay in the ground. Mr. Bellish said that they want to use materials that are consistent with other materials on the Capitol grounds.



Mr. Turner discussed the historic character of the Capitol grounds. Mr. Bellish said that the sidewalk will be poured and stained concrete.

Mr. Halaas discussed the proposed sidewalk and said that the original proposal included imprints of foot steps of women and children.



Mr. Barrett discussed the importance of recognizing the history of the Cheyenne-Araphoe tribe at the Capitol building. He discussed the role of the tribes and One Earth Future in the memorial process.



Ms. Anderson asked if the proposed location is the most appropriate location for the memorial. Mr. Halaas discussed the need to provide information on the Capitol grounds to inform visitors about the massacre. Mr. Turner said that it is important to commemorate the history and people of Colorado on the Capitol grounds.





02:09 PM -- Updates on Capitol Projects



Lance Shepherd, Capitol Complex in the Department of Personnel and Administration (DPA), spoke on the projects occurring in the Capitol and on the grounds: the next phase of the House and Senate chamber restorations; the abatement of asbestos and the replacement of the roof tiles; the relocation of the roof lights and security cameras; and the restoration of the third floor Senate committee rooms. He also discussed the Capitol stone and window project and said that the first phase will start in May.



Mr. Shepherd also presented on unfunded, proposed projects: the repavement of the Capitol parking circle; the restoration of the House committee rooms in the Capitol basement; the restoration of the Governor's office suite; the restoration of the the old supreme court chamber; the replacement of the tour desk on the first floor; the removal of the public coat storage space; the relocation of the Colorado Channel; and the ongoing plumbing and electrical maintenance.



Representative Moreno asked questions regarding the gallery seating in the House and Senate chambers.



Mr. Turner asked questions regarding the cleaning of the Capitol stone and facade. Mr. Shepherd discussed the phases for the cleaning project. Mr. Turner asked questions regarding the funding of capital maintenance projects.





02:27 PM -- Gift Desk Update



Erika Osterberg, Legislative Council Staff, provided information on the Capitol gift desk and summarized a report on credit card sales. She said that credit card capability has streamlined the process, despite a decrease in sales compared to previous years.



Ms. Osterberg also presented on a pastel image of the Capitol by Susan Fisher and requested that postcards of the image be sold at the gift desk.



Mr. McNulty asked about the sale of postcards.

02:32 PM -- Cultural Landscape Update



Ms. Anderson discussed the need to have a plan for preserving and maintaining the historic character of the Capitol building grounds. She also discussed the Civic Center National Historic Landmark designation.



Mr. Turner discussed the importance of a cultural landscape plan for the Capitol grounds to provide guidance for committee actions regarding memorials and landscape changes. He discussed the State Historical Fund Grants as a resource for a cultural landscape study and report.



Mr. Halaas discussed the time needed to complete a report and asked if no additional projects and memorials could be accepted until the plan is adopted. Mr. Turner said that committee business should continue as usual until the final report is adopted.



Ms. Anderson discussed the process for developing similar reports. Mr. Turner discussed the Denver Civic Center Park cultural landscape study.



Julia Jackson, Legislative Council Staff, discussed the current status of the Gold Fund.



Mr. Turner discussed the cash match requirements for a State Historic Grant Fund.



Mr. McNulty discussed the need for a cultural landscape plan and said that a better scope of funding is needed before moving forward. Ms. Anderson said that she would work with staff to determine a scope of the project and provide funding options.

02:42 PM -- Update on Fallen Heroes Memorial Trees



Mr. Lee discussed concerns regarding the proposed trees to be located in Lincoln Park. At the October 19, 2012, meeting, the advisory committee approved autumn blaze maple trees for the Fallen Heroes Memorial. He said that DPA and the Preservation Trust Fund recommends replacing the proposed trees with ginkgo princeton sentry trees on the perimeter of the memorial. Mr. Lee said that these trees will not disrupt the current sight lines.
