Representative Hansen, committee chair, discussed the committee's purpose and the day's agenda.

Erin Reynolds, Legislative Council Staff, discussed committee logistics, planned meetings and travel for the interim.

Jennifer Berman, Office of Legislative Legal Services, discussed bill drafting and deadline information for interim committee bills.  She provided a handout to the committee (Attachment A).

Will Toor, Executive Director, Colorado Energy Office, discussed the state's strategies to address climate change.  He provided a handout to the committee (Attachment B).

Keith Hay, Director of Utility Policy, Colorado Energy Office, responded to questions from the committee.

Mr. Toor responded to questions from the committee regarding the impact on consumers in a transition to cleaner utilities.

Mr. Toor continued to respond to questions from the committee and discussed plans for the reduction of greenhouse gases.

Mike Ross, Senior Vice President for Government Affairs and Public Relations, Southwest Power Pool (SPP), discussed SPP's operations and coordination between partner utilities (Attachment C).

David Kelley, Director of Seams and Market Design, discussed SPP expansion into other western states, including Colorado.

Mr. Kelley and Mr. Ross responded to questions from the committee.

Stacey Crowley, Vice President for External and Customer Affairs, California Independent System Operator (CAISO), discussed the activities of CAISO and the opportunities for working in Colorado.  She provided a handout to the committee (Attachment D).

Ms. Crowley responded to questions from the committee.

Jason Frisbie, Chief Executive Officer, Platte River Power Authority, discussed the makeup of the Authority and its market share in western Colorado.  He provided two handouts to the committee (Attachments E, F, and G ).

Mr. Frisbie responded to questions from the committee regarding Platte River's experience transitioning to renewable energy sources.

Emily Fisher, General Counsel, Edison Electric Institute, discussed the role of electric companies in generating clean energy and the trend toward carbon-free electricity generation.  She provided a handout to the committee (Attachment H).

Ms. Fisher responded to questions from the committee regarding continued expansion of carbon-free energy development and the security of utility systems.

Vance Crocker, Vice President, Black Hills Energy, discussed the role of small rural electricity providers in local economic development.  He provided a handout to the committee (Attachment I ).

Mr. Crocker responded to questions from the committee regarding utility rate increases in the Pueblo area.  Mike Harrington, Black Hills Energy, also responded to quesitons from the committee.

Mark Dyson, Principal, Rocky Mountain Institute, discussed the Institute's work on clean energy production (Attachment J).

Mr. Dyson responded to questions from the committee.

Dean Hubbuck, Director of Power Supply and Rates, United Power (UP), explained that United Power is a distributor and does not generate its own power.  Mr. Hubbuck discussed various partnerships and UP's efforts to expand metered rooftop solar power.

The committee recessed.

Duane Highley, Chief Executive Officer, Tri-State Generation and Transmission Association, presented to the committee regarding electricity grids (Attachment L).

Mr. Highley responded to questions from the committee.

Brooke Trammell, Regional Vice President for Rates and Regulatory Affairs, Xcel Energy, presented to the committee regarding renewables implementation.

Ms. Trammell responded to questions from the committee.

Michelle King, Partner, Holland & Hart, LLP, presented to the committee on behalf of Colorado Energy Consumers and distributed a handout (Attachment M).

Ms. King responded to questions from the committee.
