Reps. J. Becker and Ginal introduced House Bill 18-1042. The bill, recommended by the Transportation Legislation Review Committee, requires the Department of Revenue to promulgate rules in order to allow a private provider to perform expedited vehicle registration for Class A commercial vehicles. The provider may retain a service fee, but will collect and remit the registration taxes and fees to the department. Rep. Ginal distributed a handout to the committee (Attachment A).

Mr. Greg Fulton, representing the Colorado Motor Carriers Association, testified in support of the bill. He stated that the United Parcel Service also supports the bill.

Mr. Eddy Hyett, representing RAC Transport, testified in support of the bill.

Mr. RJ Hicks, representing the Colorado Motor Carriers Association, testified in support of the bill.

Mr. Tony Anderson, representing the Colorado Department of Revenue, came to the table to answer several committee questions.
