Rep. McLachlan introduced House Bill 18-1103.  The bill clarifies that local governments may require off-highway vehicle (OHV) operators to use seatbelts, a child restraint system, eye protection, or a helmet (for riders 18 years and younger).  A local government may also limit the number of occupants on an OHV to the maximum number of occupants the vehicle is designed to hold.
