Representative Gray, prime sponsor, presented House Bill 17-1075, concerning the conditions under which a probation officer may arrest certain defendants. Representative Gray explained the effect of the bill and discussed his reasons for carrying the legislation. He explained why he was requesting that the bill be postponed indefinitely.

Representative Danielson, prime sponsor, presented House Bill 17-1021, concerning the release of information by the Division of Labor Standards and Statistics in the Department of Labor and Employment concerning an employer's violation of wage laws. Representative Danielson explained the effect of the bill and discussed its need. Representative Danielson noted some organizations that support the bill. Discussion ensued regarding the effect of a forthcoming amendment to the bill, amendment L.003 (Attachment A), a strike-below amendment. Representative Danielson responded to questions regarding legislation similar to HB 17-1021 that she sponsored in 2016. The following persons testified regarding HB 17-1021:

Mr. Patrick Teegarden, representing the Department of Labor and Employment, testified on the bill from a neutral position. Mr. Teegarden provided background information on the documentation of wage theft by the department. Mr. Teegarden responded to questions regarding certain terms and documents used in this process. Discussion ensued regarding the potential for excluding an initial complaint from being released to the public during the wage theft determination process.

Mr. Larry Hudson, representing the Colorado Association of Commerce and Industry, testified on the bill from a neutral position. He noted that the National Federation of Independent Business is neutral on the bill, and voiced support for amendment L.003.
